DOMESTIC DISTURBANCE

Patrolman David Galligan reports responding to a domestic verbal argument at a Plainfield Street apartment at approximately 10:07 a.m. on April 5. 

Upon arrival, the patrolman spoke with a female party who reportedly advised being upset with her husband after he stayed out all night partying. The woman said her husband had a habit of abusing narcotics, and had told her he had used cocaine and the drug “molly” during the evening.

The woman told the patrolman the argument never became physical. During the conversation, Galligan reports that the husband “continuously stood up and approached the officers on scene shouting obscenities and flailing his arms.”

Additional police personnel arrived to provide assistance, and the husband reportedly refused to lower his voice and continued to shout at his wife and officers. He used a racial slur in reference to police, Galligan reports, and admitted to using drugs. He then stood in an “aggressive and abrupt manner” and approached his wife, at which point he was advised that he was being arrested on a charge of domestic disorderly conduct.

The man – Cicero Robinson, 33, of 1431 Plainfield St., Apt. 2 – was uncooperative and continued trying to approach the woman, Galligan reports. He was placed in hand restraints and placed in Galligan’s cruiser, and reportedly continued to direct profanity, slurs and threats at police. 

“He shouted enough that the neighbor … and several passing motorists on Plainfield Street were alerted to the disturbance,” Galligan reports.

Robinson “continued to yell and spit on the plastic divider in my police cruiser,” according to Galligan, and then said he was experiencing chest pain. Fire department personnel responded and transported Robinson to Fatima Hospital, escorted by Patrolman Andrew Broccoli. 

A check found Robinson had 14 prior arrests in New York and four previous arrests in Rhode Island. He was later arraigned in Third District Court and released on $3,000 personal recognizance bail, and ordered to have no contact with his wife.

HIT AND RUN

Patrolman James Provuncher III reports responding to Grove Avenue with Sgt. Troy Maddocks regarding a hit-and-run accident at approximately 4:15 p.m. on April 6.

The patrolman reports that upon arrival, he observed a 2007 Toyota Camry with gouge mark damage to the rear bumper. The operator said she was uninjured, and had backed out of her driveway and started driving forward when another vehicle – described as a black Acura TL with Rhode Island plates – struck her car from behind. She told police the second car had been traveling north on Forrest Hill Drive and taken a left turn onto Grove Avenue before striking her vehicle.

The woman said the operator of the second vehicle – described as a Hispanic female in her mid-20s, with shoulder-length, dark brown hair – stopped briefly and suggested they exchange information. At that point, the first operator’s husband exited their home and suggested calling police. The operator of the second vehicle then left the scene heading westbound on Grove Avenue toward Chestnut Street. A search of the area came up negative.

Based on the license plate number that the first operator and her husband provided to police, the second vehicle was found to be an active, black 2000 Acura registered to a Providence man.  

Maddocks and members of the Providence Police Department went to the address of the vehicle’s registered owner in an attempt to locate the suspect. The vehicle was not present, but the owner was, and he reportedly told police his brother had the vehicle and that the brother’s girlfriend may have been driving. 

That woman, Krystal N. Lopez, 24, of 108 Sisson St., Apt. 1 in Providence, later responded to Johnston police headquarters and said she had been involved in the accident and was willing to cooperate. She was arrested and informed of her rights, and in a written statement reportedly indicated she had left the scene because she was nervous. 

Lopez was later released and issued a summons for duty to stop-accident resulting-damage to attended vehicle.
