Highlights of the decisions made, and items discussed, at the Johnston Town Council Meeting on Tuesday, November 13.District 3 Councilman David Santilli was not in attendance.

ORDINANCES TO BE READ

The following ordinances was introduced by the council, and will be voted on during December’s council meeting, during which time the public may pose questions.

Ordinance 2018- seeks to amend Chapter 242 of the Town of Johnston Code of Ordinances entitled “Athletic or Recreational Facilities.” The ordinance would prohibit vaping and the use of similar smoking devices at athletic and recreation facilities in the town.

BUSINESS LICENSES

Joey D’s Italian Bakery, located at 269 Greenville Avenue was granted a business operating license including holiday sales for a bakery.

Iannuccilli Family Chiropractic, d/b/a ChiroPlus Spine & Injury Center, located at 190 Putnam Pike, was approved for a business operating license for a chiropractic clinic.

Enterprise Car Sales, located at 1674 Hartford Avenue, was granted a used car license with holiday sales and a wholesale car sales license.

A hair salon license was granted to KJane & Co located at 1500 Atwood Avenue.

Located at 1369 Hartford Avenue, Bangkok Republic restaurant was temporarily approved for an entertainment license that would allow for solo disc jockeys, musicians and singers. The council granted a four-month approval, at which time they will review the license.

LIQUOR LICENSING COMMISSION

The annual renewal of all 2018-2019 liquor licenses and entertainment licenses were approved, except for those subject to pending litigation.

NEW BUSINESS

A petition submitted by Robert Recchia Jr., requesting to purchase the parcel of land known as assesor’s plat 5, lot 51, was referred to the Planning Board for an advisory opinion.

A resolution requesting that the General Assembly introduce and pass legislation requiring that the members of the Johnston Housing Authority be from each council district in the town was denied after discussion.

A resolution awarding a bid and authorizing the Mayor to enter into an agreement for the installation of security fencing at police headquarters was approved.

PUBLIC HEARING ON ORDINANCES

The council adopted an ordinance amending Chapter 272 of the Town of Johnston Code of Ordinances entitled “Sales, Casual.” The ordinance amends the regulations for yard sales and flea markets. The ordinance limits and closes permit loopholes in how the town permits yard sales and flea markets, limiting them to two times per year per location, and that they can last for three days long. The ordinance mirrors one in effect in Smithfield and other communities. It was introduced by Councilman David Santilli, who said that there were parties in his district holding yard sales every weekend, and that neighbors had been complaining for two or three years. Permits are required to hold yard sales in town.

SHOW CAUSE HEARING

A show cause hearing was held for Parasadanyan Enterprises, LLC., DBA Pizza Place located at 1587 Plainfield Pike. The issue at hand surrounded an expired liquor license, which the owner stated had been rectified. Pending paperwork request by the town, the hearing was set to be reviewed by the council later this month.
