DRIVING WITHOUT CONSENT

On August 30, 2018 around 7:33 p.m., Officer Kevin Brady responded to an Oakdale Avenue to speak with a business owner regarding an employee operating a company vehicle without consent.

At the scene the owner advised that at 4:56 p.m. that day he received a phone call from one of his employees stating that another employee, Orlando Goris, 33, of 52 Dover Street Apt. 1 in Providence had left the business with a company car after business hours and without consent. At approximately 6 p.m. he was contacted by the Providence Police Department advising him that Goris drove the car to the city of Providence where he was involved in an accident.

The vehicle was towed from the scene and back to the business. The owner told the officer that Goris knew that he was not allowed to drive any of the company vehicles as he had a suspended driver’s license. The owner also stated that he would like to pursue criminal charges and provided a written statement.

On August 31, 2018, Detective Michael Edwards continued the investigation and spoke with the owner again regarding the incident. He confirmed that Goris punched out of work and took the car after hours. A warrant was then drawn for his arrest.

On January 2, Officer Brady responded to 585 Union Avenue to meet with Cranston Police Officers who had detained Goris. He then took custody of Goris and transported him back to Johnston Police Department headquarters. There he was processed, afforded the use of a phone and held. He was arraigned on January 3 before Judge Ippolito on a felony charge of driving without the consent of an owner. He was released on $5,000 personal recognizance and is scheduled to appear in court on March 29.

DISPOSAL OF OUT-OF-STATE WASTE

Officer Robert Cardoza responded to Rhode Island Resource Recovery on Shun Pike for a report of out of state dumping. Upon arrival, Officer Cardoza spoke with a security officer who stated that he was informed by two other employees that they had observed a truck illegally dumping recycling waste in a household waste area. He said that the driver, identified as Dean Dacosta, 53, of 500 Norman Street in Fall River, MA, drove in the main dumping line and onto the initial scales.

At that point Dacosta informed the staff that he was dumping household waste and was allowed to continue. At the top of the landfill Dacosta emptied the contents of the dumpster. Once he was done, he ereportedly exited the dumping area and proceeded to the exit scales. It was during that time that it was observed that the waste had been illegally dumped.

When asked, Dacosta allegedly stated that he had picked up the refuse from Rehoboth, MA.

Dacosta was taken into custody and transported to police headquarters without incident. There he was processed and held for the charge of disposal of out of state waste. He was arraigned by Justice of the Peace Emili Vaziri and released on $5,000 personal recognizance with a March 5 court date.
