Two arrested on marijuana charges

Sgt. Joseph Salvadore reports being on a fixed post in the area of 525 Killingly St. when he observed a passenger in a vehicle with Rhode Island registration yell and make an obscene gesture toward him.

According to the sergeant, the northbound vehicle then swerved over the double yellow lines and partially entered the southbound lane of travel. He reports he then detained the vehicle at Killingly Street and Homestead Avenue.

Salvadore states as he approached the vehicle, he observed the passenger “lean over and appear to place something under the passenger seat.” The operator, he reports, initially failed to open his window, but later did and provided a license.

While speaking with the operator, Salvadore reports he saw a “large sandwich bag on the passenger floor containing a green leafy substance known to me as marijuana,” as well as a “white plastic bucket containing marijuana plants between [the passenger’s] legs.” The sergeant reports observing “three additional plastic baggies containing marijuana in the center console.”

The vehicle’s passenger claimed ownership of all the marijuana, according to Salvadore, and presented a medical marijuana patient card. The sergeant reports the marijuana was collected and weighed, and was found to total 2.71 ounces – above the medical marijuana patient limit of 2.5 ounces. The passenger was subsequently arrested, the sergeant reports.

The driver then reportedly presented Salvadore with two medical marijuana caregiver cards, as well as a patient card.

Salvadore reports an inventory of the vehicle revealed “strong odor of fresh marijuana” coming from a gray plastic box in the trunk. The box, he states, was found to contain “14 large clear vacuum sealed bags of a green leafy substance consisting of green dry leafs, stems, and seeds known as ‘trim’ of the marijuana plant,” which is “commonly used for extracting purposes to make products such as a marijuana wax, marijuana butter and marijuana oil.”

The box additionally contained loose pieces of marijuana, according to the sergeant. The driver was then placed under arrest.

The driver, Michael R. Moreno, 32, of 13 Maple Ave. in Smithfield, and passenger, Andrew A. Giangreco, 31, of 15 Ursula Road in Smithfield, were arrested and each charged with felony counts of possession of marijuana (one to five kilograms) and controlled substance conspiracy. Moreno was additionally charged with a misdemeanor count of driving in possession of a controlled substance.

Detective Thomas Dwyer reports the manager of the Enterprise Rent-A-Car on Commerce Way responded to police headquarters on Dec. 11, 2015, to report a customer had failed to return a 2015 Chevrolet Tahoe bearing Massachusetts plates.

The manager told police the vehicle had been due the month prior, and that attempts to contact the renter had been unsuccessful. The business wished to press charges.

Dwyer reports an investigation found the renter had at one point contact Progressive Insurance Company to report being in an accident, although no data regarding that incident was available. Providence police were also found to have inquired on the vehicle in question on multiple occasions, and passed on an accident report from the incident that had been reported to the insurance company.

Dwyer reports attempts to contact the renter, both on his phone and through his attorney, were initially unsuccessful. He reports that on Dec. 14, the renter left him a message indicating he required the vehicle to get to work, and that it had been involved in an accident. The sergeant reports he again attempted to contact the renter without success.

Patrolman Derrick Palazzo reports responding to North Providence police headquarters just after 10 p.m. on March 2 to transport a prisoner with an active arrest warrant out of Johnston.

Christopher A. Eniayedun, 31, of 71 Lowell Ave. in Providence, was charged with a misdemeanor count of obtaining vehicles with intent to defraud.
